Finley became General President of the Operative Plasterers’ and Cement Masons on January 1, 2007. Since his initiation into the organization at the Cement Mason local in Philadelphia, Pennsylvania, he has worked in the cement mason trade and has served the local in various positions, primarily as an Organizer/ Representative. He was a member of the Local Executive Board for two years beginning in 1986. From 1988 to 1995 Finley was the Apprenticeship Coordinator and Administrator of the Local’s Pension Health and Welfare Funds. In May 1995, he became a Deputy International Representative, joining the International staff in Washington, DC. Later that same year he was appointed International Representative, and held that position until assuming the office of General Secretary Treasurer. He was General Secretary Treasurer until assuming the office of General President. While with the Philadelphia Local, Pat began serving as a member of the Board of Directors for Independence Blue Cross, and remains in that position today. Pat and his wife Bobbie are the parents of two daughters. EARL F. HURD, General Secretary-Treasurer Earl F. Hurd became General Secretary-Treasurer of the Operative Plasterers’ and Cement Masons’ on January 1, 2007. Earl began his membership in the OPCMIA as a cement mason apprentice in Local 406, Gary, Indiana, in May of 1973. He was elected Trustee of Local 406 in 1982 and was later elected Local 406’s Business Agent and Financial Secretary in 1987. The Statewide Local 692 was formed in 1992 at which time Brother Hurd became Business Manager of the Indiana Statewide Local. March 8, 1999, he was appointed to the position Deputy International Representative. In March 2001, he was appointed an International Representative and Director of Organizing, at which time he was assigned to International Headquarters. Before moving to Washington, DC, Earl also held positions on the Local Building Trades, served as Vice President on the Indiana State Building Trades, Trustee on the Local Health and Welfare and Pension Funds and the Indiana State JATC. He was appointed to the position of Vice President and member of the General Executive Board on August 1, 2005, and held those positions until assuming the office of the General Secretary-Treasurer. Earl and his wife, Sue, reside in Ellicott City, Maryland, and are the proud parents of two fine young men, Dan and Matt. DANIEL E. STEPANO, Executive Vice-President Daniel E. Stepano became Executive Vice President on June 1, 2007. He was initiated into the OPCMIA on August 5, 1980 as a Plasterer in Local 31, Pittsburgh, Pennsylvania. Dan has worked in the plaster trade and has served the local in various positions including Recording Secretary, Apprentice Coordinator/Instructor, Executive Board Member, Business Agent, Trustee of the Health and Welfare, Apprenticeship, Pension and Annuity Funds, Business Manager and Financial Secretary. On July 12, 2004, he was appointed to the position of International Vice President and General Executive Board Member. On January 1, 2007, Dan was appointed to serve as the Director of Organizing. Dan comes from a family with a strong union background. He and his wife Jeanne are the proud parents of two sons, Edward John and Ryan Jacob.
